You must submit your tax return on the Revenue Agency website, where you are asked to provide the tax return file in CCF. Unfortunately, however, you are not very familiar with technology and do not know what it is, nor how to obtain documents in this format. So you did a Google search to understand how to create CCF files and you have come here, on this guide of mine. Am I right? Then know that you've come to the right place at the right time.
With today's tutorial, in fact, I will explain to you exactly what CCF files are, what software you need to use to create them and how to send them to the Inland Revenue to comply with tax deadlines. I assure you that it is a much simpler operation than you imagine, plus free and feasible from any PC and operating system.
That said, let's not go any further: take five minutes of free time, concentrate on reading the information below and, above all, try to put my advice into practice, so as to create your files in CCF format and send them to AdE : you'll see, it won't be complicated at all. What Are CCF Files
I'll start by explaining that what are CCF files: the acronym that defines them is an acronym of "CryptLoad Container File", CryptLoad container files, and were created, in fact, as CryptLoad: a program to manage downloads that have been stopped updating. Other newer software, such as JDownloader, use the same extension. But then, you ask yourself, what does theInland Revenue? Well, someone who works for the organization must have thought that this document format was suitable for the transmission of declarations to the Public Administration.
From this moment, you can forget about CryptLoad, because you will not have to download it to create the CCF files and transmit them to the Revenue Agency. However, I want to tell you something more: this program has been used by well-known file hosting services, such as Megaupload and Rapidshare to optimize the download of documents available from multiple sources simultaneously. What interests the Entity, however, is the cryptography which guarantees the integrity of the files sent: these are "signed" with a key in the possession of the PA which thus ensures that the declarations are not tampered with.
In practice, i CCF files are encrypted archives. As if you wanted to secure a compressed folder: through the software provided by the Revenue Agency, you can "sign" and encrypt the declarations, before sending. It is a mandatory step, required by the institution for documents such asSingle Physical Persons and Model 770 Simplified to be transmitted electronically via the Web. The extension is assumed automatically at the end of the procedure, during the document authentication phase. Don't worry though: I'll walk you through the process step by step.
Before you know how to generate CCF files, it is good to know the whole procedure to be faced.
THEInland Revenue provides a series of telematic services, such as Fisconline ed Enter which, to work, require the creation of an account. So let's see what is needed to register but, first of all, let's try to understand how the services differ Fisconline ed Enter and what kind of audience they are intended for.
Therefore, Fisconline is dedicated to all taxpayers over the age of 16, including Italian citizens residing abroad, companies and entities, who do not have to submit the declaration of withholding agents (form 770) for more than 20 subjects. Enter, on the other hand, it is reserved for subjects obliged to electronically transmit declarations and deeds, ie natural persons, companies and entities that must submit the declaration of withholding agents (form 770) for more than 20 subjects; intermediaries (professionals, Cafs and trade associations), for the electronic submission of returns; Poste Italiane spa, for their own declarations and for those presented by taxpayers at the counters; companies that transmit on behalf of the companies of the group to which they belong; State administrations; intermediaries and delegated subjects for the electronic registration of lease contracts.
As can be easily understood, if you are an ordinary citizen and you only have to submit your declaration, you must take advantage of Fisconline (which is the service on which I will focus in this guide). For more information on the differences between Fisconline and Entratel, however, you can consult the Ade website.
You also need to know that there are three methods of accessing Fisconline: the first, the so-called "classic" one, involves registering on the site and receiving a PIN to access the AdE's online services (partly instantly and partly by ordinary mail); the second involves system access SPID, while the third involves the use of a smart card, more precisely of the CNS (National Service Card) which replaced the health card and can be connected to the computer through a special reader.
To request the AdE PIN in a "traditional" way, connect to this page and click on the button Registration with Fisconline. Therefore, select a profile from Physical persons, Individuals in possession of the National Service Card (CNS), Italian citizens residing abroad e Company and, more generally, all subjects other than natural persons (so-called Pnf), who submit the declaration of withholding agents for a maximum number of 20 recipients, check the box I declare that I have read the legislation (below) and press the button Request the PIN code.
On the next page, if you have identified yourself as an individual, enter yours fiscal Code, indicates the model and the channel of presentation of your last tax return, indicate yours total income in the appropriate text field and click on the button Submit, to get the first part of the PIN.
The second part of the code will be sent to you by ordinary mail to the address known by the Revenue Agency and will be delivered to you within 15 days. Once complete, you can use it to access Fisconline services.
Alternatively, know that you can also proceed through AgencyEnter for Android and iOS: the free AdE app that allows, among other things, to request the PIN for access to Fisconline services.
Are you interested in Enter? In this case, to register for the service you must send a specific form via PEC (certified e-mail) or submit the same form to any office of the Revenue Agency in the region in which your tax domicile is established. More info here.
How to Generate CCF Files
Now let's see how to generate a CCF file and send it to the Revenue Agency. The procedure is basically divided into three steps: creation of the declaration to be sent (with the appropriate compilation software); generation of the CCF file for electronic submission (via the File Internet included in Telematic Desktop of the AdE) and sending the file to the Entity (via File Internet, Fisconline o Enter, if you are enabled for the latter). Here are all the details.
Please note: all AdE software requires the presence of the software Java Runtime Enviroment on the computer. Therefore, if you have not already done so, install the latest version of Java on your PC following, if you want, the instructions in my tutorial on how to download Java.
Completion of the Declaration
As mentioned above, the first step you need to take is to get hold of the compilation software for the type of communication you have to send to the AdE. I, for this example, will refer to the tax return, but the same procedure (using different compilation software) can also be implemented for other communications, eg. periodic VAT communications.
For tax returns, you need to download the software RedditiOnLine Pf which, like most of the software released by the institution, is free and compatible with Windows, macOS and Linux.
To download RedditiOnline Pf, connected to the page dedicated to the software that I linked to you just now and click on the link To run the software select the link: IncomeOnLine Pf 2019. You will thus get a file .jnlp, which you will need to open (with Java) by double clicking on its icon, then consenting to its execution and waiting for all the components necessary for its operation to be downloaded to the computer.
After a short loading, the program window will open. Therefore, follow the first start-up procedure by clicking on the button forward, indicating your profile (Subject submitting the Declaration on its own behalf, Appointee [intermediaries and group companies] or Inland Revenue Office) and pressing the button end. Then click on the button New, top left, to start the wizard for filling in the declaration.
The sections to be filled in are listed in the menu on the left and you can move between them by clicking on the buttons forward e Go back, or cancel the compilation, with the command Cancel. Each section provides more information on filling out, which you can view by clicking on Details. When you reach the last one, complete the procedure by clicking on end.
It's not over, because the entry will appear on the left side of the screen Frontispiece: by double clicking on it you will open the tab relating to Personal data, which you will have to fill in completely in order to move forward. The procedure is guided and the program will certainly notify you if any information is missing. When finished, you can click on Fill in and close the tab by pressing on Close.
Finally, you need to switch to the tab Income: below, you need to access the section RN / RV / LC - Tax determination (by double clicking on the relevant item) and fill in the necessary boxes. Since you have already entered the other necessary information, choose Close, to enable the last step.
Selecting RX - Result of the declaration> Form 1 you can then enter the amounts of the various taxes, after which you will have to click on Confirmation e Close, to save your declaration file.
Creating the CCF File
You now have your declaration, but not the CCF format file valid for the transmission of communications to the AdE. To get the CCF file you have to use Telematic Desktop.
Desktop Telematico is a collection of tools from the Revenue Agency that allows you to prepare tax returns and other communications for sending via Fisconline (or Entratel).
As for the sending of declarations for non-authorized users (i.e. for users who do not have Entratel but use the simple Fisconline), you must first install Telematic Desktop, then its component File Internet and control modules for the communication to be sent to the AdE (so you can check the document and convert it into a CCF file).
To download Telematic Desktop on your computer, connect to this page of the AdE website and click on the link relating to the operating system you use: if, for example, you use Windows, you need to click on the link site 1 o site 2 corresponding to the item Windows.
Once the download is complete, run the file .exe obtained and, in the window that opens, click the button first Yes and then OK, forward, forward, Install ed Done, to close the dialog and finish the setup. In case of problems during the installation procedure of the Telematic Desktop, try to follow the suggestions contained in this PDF file produced by AdE.
Now you just have to start Telematic Desktop. At the first start, you will be prompted to connect the program to a user: click on the button New user, to choose the Username it's a Password with a length between 8 and 15 characters.
It is mandatory to select aWorking area: I suggest you leave everything as it is and click on Crea, to add the user to the list. You can now log in by choosing your username from the list and entering the password you just chose. You will still have to be patient a little.
At the first login, in fact, Desktop Telematico downloads a library of about 50MB from the institutional site of the Revenue Agency and the transfer of these files takes a few minutes. No, it is not the fault of your computer: it is the connection of the Organization that is slow! In case of warning, always answer in the affirmative and select the options that are proposed to you.
Remember not to confuse the login and password chosen to use Desktop Telematico on your PC with those assigned to enable Fisconline, because they are two different things. The software is made to be used by multiple people in the family, that's why it asks you to create a list of users. You may not need it.
Once you have accessed the main screen of the Telematic Desktop, authorize the software in the Windows firewall, answering Allow access the warning that appears on the screen and installs the components necessary to generate the CCF file.
Then click on the item Applications, Then Install software and select the software you need, namely FILE INTERNET (o ENTER, if you have the qualification) ei control modules related to the communication you wish to send (in my case Tax return checks and sector studies). Then click on the buttons forward e end and wait for the download and installation procedure of the selected components. You will be asked to restart the program: accept.
You are now really ready to generate your CCF file. Then select the link for File Internet in Telematic Desktop and click on the button Prepare files, down.
Then select the file you want to transform into CCF (e.g. the RPF of the Tax Return for Individuals), fill in the form that is proposed to you with Tax code of the taxpayer (or the Tax code of the declarant) And the PIN of the AdE website.
Finally, click on the button Prepare files and, after a few moments, an on-screen warning will tell you that the CCF file has been prepared for online submission.
The file in question is placed in the folder documents> to send the path where Internet Files was installed (which is indicated in the message in question).
Sending the CCF File
If you want send the CCF file directly from Internet File, after the creation of the latter, close the warning that appeared on the screen and fill in the fields Access to services with Username, Password e Pin number, then click on the button Send files. If you are sending the communication on behalf of another person, check the relevant box.
If, on the other hand, you prefer to act as a browser, via the AdE website, connected to the main page of the latter, click on one of the options available in the right sidebar (Log in with SPID, Log in with Agency credentials o Log in with smart card) and log in to your personal profile.
Then select the items Services for> Send from the left sidebar, then select the item Direct dispatch from the page that opens.
Finally, select the type of document to send (eg. Declaration of succession o Single Individual Declaration) from the drop-down menu, click on the button Choose file, choose the CCF file to send to the AdE and click on the button Submit, to start uploading.
In Case of Dubbi or Problem
Creating and submitting CCF files for the Revenue Agency is simple, but a bit cumbersome. In the event that, despite my indications, you have encountered difficulties in completing the procedure, try to consult the instructions of the Authority on the forms and the online transmission of the various communications (tax returns, VAT data communications, etc.).
Alternatively, if you need the direct support of an operator, try to contact the Public Administration following the instructions always present on the AdE website.
